I bought a pair of wellies when we arrived here four years ago (not Hunters, a cheaper version). I tried going for a walk in them, but they are not comfortable for a long walk (maybe if I got Hunters ...). Even in mud, we walk in our hiking boots. I use them if it is really wet to walk out into the garden.
People do wear wellies here, but it is usually the dog walkers, out for a quick walk in a wet field.
But, you will be in the city. Maybe it makes sense to wear them on a wet day walking around town. Another but - we don't get that many days where it rains all day long and you would really want your boots.
If it were me, I would not bring them.
