From the EASA (European Union Aviation Safety Agency): List of airports located in affected areas with high risk of transmission of the CoViD-19 infection. Check the latest update date: the URL may be different for later updates. This could be the basis for future loosenings of restrictions: more restrictions on people coming from more affected areas. For the USA, they list a limited number of states, but it's hard to find transatlantic flights from other states, even when airlines are fully operational.
 
Things will probably change as possible "second waves" develop in countries that have come out of lock-down. Here in Israel, for example, there has been a small spike over the last few days - mostly involving schools or crowded communities - and everyone knows that this is an expected outcome of the lessening of restrictions. People feel that the worst is over, and are less observant. We are seeing this happen in other places in the world, so it's best to take this into account if/when planning in the near future.
 
Official EU site on current (Edit: or maybe not completely) rules for entering their countries: https://reopen.europa.eu/en . After you select a country of interest, the box on the right has logos for information categories. The globe links to rules for entry from outside the EU and Schengen countries. When you click on that for one country, it makes the map of the EU predominantly red, with Portugal and Greece notably in yellow.

Actually, not a very helpful site, I'm afraid. With info like "International travellers allowed from a few countries" when defining travel restrictions for a country, and Corona statistics from over a week ago (June 26, for Italy for example) - there must be better sites for useful information. Info about major tourist attractions might be useful, but most forum members here are probably not interested in that. Anyone who is doing serious planning in these times will need much more.

The United Nations has published a dismal report on the state of tourism in wake of Covid and its economic outcomes.

"The world’s tourism sector could lose at least $1.2 trillion, or 1.5% of the global gross domestic product (GDP), having been placed at a standstill for nearly four months due to the coronavirus pandemic"


While I have to agree that the damage to tourism-related businesses is perhaps unprecedented, I suppose that it's also possible to say that there have been some hidden blessings in this epidemic - such as an opportunity to re-organize economies to be better adapted to the needs of citizens, and to the clear benefits of less air pollution and damage to the environment. A new global perspective on human activity is not such a bad thing, especially as we are headed for tough times with climate change. Covid is sort of a dress-rehearsal.

Skyscanner has developed a map showing COVID-19 restrictions worldwide for the country you are in. Select your country, then check the places you can go and their restrictions.
