Article Whose responsibility is it to know travel restrictions requirements

I saw this yesterday in our local ABC news about a couple of Americans who were detained and deported back to the US from Zurich due to non-compliance to Switzerland's travel restrictions.

 
I wonder if they purchased their tickets before transiting was closed to Americans and what was their date of travel. Regardless, it is up to the traveler to stay current with regulations, especially in times of Covid.
 
Usually the check-in and boarding agents would be diligent about seeing if passengers are allowed to the destination, since I understand that the airline faces a $10,000 fine if they take someone who's denied entry. Airlines that have one flight a day from an airport usually hire local contractors, but one would think they'd be up to speed if most people going on U.S. passports from a U.S. airport weren't eligible to fly to that destination.
